Mr. John Argent, Chief Executive of HALO was due to attend the meeting but owing to a family bereavement is now unable to do so. He is not able to attend the January meeting due to a previous engagement but has offered to meet informally with the Chairman in January if members feel that would be acceptable. He is also suggesting that a member of the Town Council sits on the Bromyard Centre Customer Forum, which meets quarterly.

- Membership of Society of Local Council Clerks:
The Council’s membership of the above is about to run out and the Admin & Finance Committee recommend that Council continues its membership, the subscription to which is £231.00

09/179 Car Parking – Complex Car Park:
The November Newsletter was distributed with the Hereford Admag during the week of 23rd November and has also been on the Bromyard.info website. It contained an article on the proposals to make a charge for the Old Vicarage Complex Car Park and residents were invited to comment on these proposals. By the deadline date of 7th December, no comments have been made verbally or in writing to the Clerk. After discussion at its meeting on Monday 14th December the Admin & Finance Committee recommend to Council the following;
a) Approve the charges recommended by the Car Parking Strategy Working Party, which show an annual income of around £8,800 and to recommend to Council that these be implemented as from 1st April 2010
b) That the necessary equipment be purchased
c) That the Car Parking Strategy Working Party be asked to look at a staffing policy and report back to the Admin & Finance Committee in the first instance.
d) That the Complex Management Committee produce a Risk Assessment for the Car Park at the earliest opportunity and perhaps enlist the assistance of Cllr. Harper who may have some experience in this field
09/180 Grass Cutting – Town Green:
The Clerk was asked to ascertain the cost of additional cuts to the Town Green so that it is cut on a weekly basis. This would involve an increase of 7 cuts at a cost of £175 + VAT. Members of the Admin & Finance Committee recommend to Council
- That the cuts are increased from Spring 2010 and that monies are taken from the Complex Budget.
- That quotations be obtained for the Green to be top-dressed and seeded as soon as possible and before the additional cuts begin.
09/181 Heritage Centre:
The Admin & Finance Committee approved the decision of the Clerk to
- Ask Mr. M. Porter to carry out repairs and replace dangerous windows in the Heritage Centre at a cost of £425.
- Ask a qualified electrician to carry out an electrical test on the building to ensure that everything is in order.
- The Admin & Finance Committee recommend that the Electrician also be asked to look at the electrical supply to the Car Park Ticket Machine
09/182 Good Governance and Councillor Training:
Attached members will find a report compiled by Cllr. Lester relating to Good Governance and Training, The Admin & Finance Committee recommends to Council that it adopt the 4 recommendations contained in the report and devise a programme of ‘informal training’.
09/183 Local Development Framework:
Members will be aware how important it is for the council to be proactive when looking at items to be included within the Local Development Framework. Cllr. Seldon has therefore asked that an item relating to a Swimming Pool for Bromyard be placed on the Agenda so that members can discuss the possibility of a feasible site and how it might be financed.
09/184 Town Council Budgets and Setting of Precept:
Earlier on the Agenda members will be discussing the recommendations of the Admin & Finance Committee in respect of the Complex Car Park and charges. Should the recommendations be accepted there would be no change to the budgets as presented at the November meeting and Council is therefore asked to;
- Approve the 2010/11 Budgets
- Set a Precept of £139,000 for 2010/11
Should the recommendations not be accepted there will be implications to the Budget and the income figure will be reduced which will incur an increase in the Precept required.
09/185 Public Hall Representation:
At the November meeting it was agreed that time be given for members to consider if they would be prepared to fill the vacancy on the Public Hall Committee. Councillor Pearce-Higgins and Loveday already represent the Council on the Committee.
09/186 Bromyard Cluster Schools and Co-operative Trust Status:
Following the talk given to members by Rev. Clare Sykes, Trevor Hayes and Mark Foster in November, Council is asked to formally endorse plans to form a ‘Co-operative Trust and to support these plans in any way possible
