Bromyard and Winslow Town Council looks set to introduce parking charges at the Old Vicarage.
Part of the car park, next to the council offices, is being sealed off for permit holders, who pay a £300 annual fee.
But the council could introduce charges to the remainder, because too many drivers are getting free all-day parking.
Councillors believe the charges would help town centre shoppers, by freeing spaces taken for long periods.
The charges would also pay for repairs as the council bought the Old Vicarage complex in 2007.
A working party has proposed a small charge, depending on the length of stay, between 8am and 5pm after an hour’s free parking.
Mike Cresswell, town clerk, said residents had until December 11 to comment on the charges, which could start on April 1.
